Yes, PPTO covers key dates if you use enough to cover your entire shift. No, you DO NOT have to use twice as much to keep from getting a point. If you are scheduled for 8 hours on a Key Date, and have to call out, use only 8 hours of PPTO. The system only looks at the actual hours scheduled.
